人民网温州7月28日电 （记者戴谦）上海铁路局长安路生指出，“7·23”甬温线特别重大铁路交通事故暴露出多方面管理漏洞：

　　温州南站值班人员安全意识差；值班人员对新设备的关键部位性能不了解，未能及时有效地发现和处理问题，暴露出教育培训薄弱；值班人员未按照值班规定进行故障处理，未能有效防止事故发生；安检技术不到位，管理不到位。
