我市合理调整重度残疾人 建议将领取养老金年龄提前

本报讯（记者 李晓平 实习生 林晰）昨日，记者从市残联获悉，今年我市对全市近五年死亡的872名重度残疾人平均寿命进行调查，结果显示，当前我市重度残疾人平均寿命只有63.8岁，而2011年全市人口平均寿命为78.91岁，明显低于健全人平均年龄。按《厦门市城乡居民养老保险暂行办法》规定，参保人都须年满60周岁才能领取养老金，那么重度残疾人领取养老保险金平均年限为3.8年，而健全人领取年限为18.91年。

有鉴于此，我市相关部门建议，合理将重度残疾人领取养老金年龄提前，以体现社会的公平正义；同时，残疾人低保户提前领取的参保金不作个人收入抵扣，把对残疾人的关爱和基本生活保障真正落实到这一群体中。
